Pre-Plan Selection Process
Technical Bulletin Last updated 08/04/2015The Clark County Fire Department (CCFD) is one of the busiest fire departments in the United States. With a call volume so high and personnel numbers so low, it is imperative the CCFD used its personnel's time wisely. The problem was the Clark County Fire Department's pre-plan program allowed Company Officers (COs) to pre-plan any building in their first-in area without regard for significant economic impact to the community or risk to firefighter safety. The purpose of this research was to evaluate if critical infrastructure in an officers response area were being completed. To achieve this the following questions needed to be answered: 1. What was the procedure for selecting buildings to pre-plan in the CCFD's pre-plan program? 2. What structures in Las Vegas posed the largest threat to life safety? 3. What internal barriers existed that prevented COs from pre-planning more complicated buildings? 4. What percentage of Class 1 Hazardous Material Sites had been pre-planned and were available to COs during an emergency? 5. What percentage of high-rises properties on the Las Vegas Strip had a completed preĀ plan?Evaluative research was used to analyze the department's pre-plan program and determine if critical infrastructure was being pre-planned using the current methodology, or the process needed to be modified to more accurately address the needs of emergency responders and the community. A survey was created and sent to all Captains and Battalion Chiefs to determine how and why buildings were selected to be pre-planned. The results established the current method being used did not yield the most significant buildings being pre-planned . The recommendations utilized a prioritization matrix to evaluate the pre-plan program to determine if it should be continued, suspended or terminated.
