Improving Residential Fire and Life Safety through Community Partnerships
Technical Bulletin Last updated 03/15/2011The problem was that the Derry Fire Department did not have the resources to enter many of the residences where older adults reside, and through a simple home inspection determine if there were easily fixed fire and life safety hazards. The purpose of this evaluative research was to make recommendations for a program whereby Derry Fire partners with and trains those community groups who routinely enter the homes of older adults, to screen those residences for routine fire and life safety hazards; and to forward that information to Derry Fire for follow-up home safety inspections.The research examined the fire and life safety hazards found in the homes of older adults, the current life safety programs offered by Derry Fire, what life safety programs target the older adult, whether other fire departments have partnered with community groups to identify hazards and improve residential life safety for older adults, and which community groups in Derry routinely enter the homes of older adults and would be willing to form a life safety coalition with Derry Fire. The research tools used were a literature review, Internet searches, review of Derry Fire internal documents, electronic fire and EMS records, personal discussions with Derry Fire and Town of Derry staff, a bulk email questionnaire and telephone interviews.Results supported forming a coalition with local VNA, homecare aids, and volunteers to screen for and identify those older and disabled adults who are in high-risk situations, and to expand the current Derry fall prevention program. Through these results, recommendations were made for a three-tiered smoke and CO detector and fall prevention program that does targeted home inspections, home inspections in conjunction with routine fire and EMS responses, and neighborhood home inspections as part of an After the Fire program.
