The problem is that the Town of West Boylston, Massachusetts, has experienced a significant loss of revenue both in terms of local tax collection and state aid over the past several years while, during the same time period, experiencing increased operating costs particularly in the areas of employee benefits (health care insurance, state mandated retirement contributions, et cetera) and other fixed costs. The purpose of this research is to investigate the feasibility of merging the West Boylston and Boylston Fire Departments to determine if budgetary savings can be achieved without negatively impacting existing services.This research paper will conduct descriptive based research to answer the questions: (a) What cost savings have been achieved in similarly sized communities?, (b) What cost savings could be achieved in terms of staffing expenses?, (c) What cost savings could be achieved in terms of capital expenses?, (d) What cost savings could be achieved in terms of operating expenses?, and (e) Are there redundant services that could provide cost savings? This research was accomplished by performing a literature review, conducting a survey of the physical assets of the major equipment of both Boylston and West Boylston Fire Departments, analyzing the operating budgets of both departments, attending a seminar on the regionalization of public safety agencies, and meetings with the West Boylston town administrator.The results of this research has indicated that there can be a financial savings achieved through the merger of the West Boylston and Boylston Fire Departments. As a result of this research, recommendations were made to the West Boylston town leadership team that serious consideration is given to merging the two fire departments into one fire and emergency medical services organization. Further, a recommendation was made to study this concept in greater detail through the use of a steering committee and sub task forces.
